The Regions4Climate Just Transition Framework aims at supporting European regions in integrating social justice considerations in climate change adaptation and resilience building. The Framework offers a five-step process that operationalizes this aim through jointly created roadmaps containing region-specific transformative visions, clearly defined goals and a set of actions paving the way towards social just regional climate resilience.

The Framework facilitates the recognition and inclusion of relevant stakeholders in climate change adaptation processes, including vulnerable and marginalised groups. It tackles the unequal distribution of climate change impacts and unequal capacities to respond to these impacts. And it helps to share the burdens and benefits of adaptation equitably and fairly.

The R4C Just Transition Framework can tie in with Climate ADAPT’s Regional Adaptation Support Tool (RAST). Specifically, it can help to integrate justice into the steps 2, 3, and 4.

2. Assessing climate risks and vulnerabilities:

The Just Transition Framework helps to identify vulnerable and marginalized groups and it helps to clarify the risks they are exposed to. (Actor Identification and Involvement)

3. Identifying adaptation options:

The Just Transition Framework helps to identify adaptation options that specifically address and reduce social injustice in climate change and adaptation (Defining Vision & Goal Together, Defining Actions Together).

4. Assessing and selecting adaptation options:

The Just Transition Framework helps regions to prioritize feasible adaptation actions and to identifty relevant actors, resources, and the timing for the selected actions (Defining Actions Together). Not all adaptation actions might be feasible for an actual Just Transition Roadmap towards climate resilience. Therefore prioritization and selection are necessary.
