Innovation plays a vital role in advancing sustainable development by generating, developing, and implementing new ideas, products, or methods that have not been used yet. It helps identify opportunities to tackle current challenges, including climate change, while connecting new knowledge with existing ideas.
For a successful innovation process, it’s essential to understand the unique characteristics of each local/regional context, actively engage regional multisectoral entities and organisations (political and administrative entities, companies, research institutions, schools, associations, NGO, etc.), and empower communities. This collaborative and holistic approach ensures that solutions are effective, relevant, and have a long-term impact.
Developed as part of the R4C Horizon Europe project, the Common Innovation Framework (CIF) embodies these principles. It aims to support and guide European regions in achieving climate resilience through a consistent, collaborative approach.
The CIF is a consistent, replicable, and exploitable model for developing a regional innovation ecosystem capable of boosting long-term innovation processes that facilitate systemic transformation. It provides essential guidance on the innovation process at the regional level by:
– highlighting its interrelation with local and regional context, represented by the quintuple helix dimensions: political, economic, education/academia, culture/people, and territory/natural environment;
– providing specific guidance on the stages/phases that need to be considered by regional actors/organisations: (i) identify the challenge, (ii) define leadership, (iii) design and plan solutions to address the challenge, (iv) implement under a continuous management and learning process, and (v) scaling up by turning the best ideas into a value-add;
– delivering insights about enabling context conditions that must be considered for long-term results.
CIF is an important approach to be considered by the European regions, namely by local and regional public authorities, responsible for territorial planning and regulation and for setting public policies and instruments to leverage climate resilience.
The CIF aligns with the Regional Adaptation Support Tool (RAST) from Climate ADAPT and the most relevant references on innovation and climate resilience.
